Description

NASA/KSC plans to issue a Request for Proposal (RFP) for Ground Support Equipment installation in the Mobile Launcher. In order to meet the goals and objectives to send humans to a range of destinations beyond Low Earth Orbit (LEO), including cis-lunar space, near-Earth asteroids (NEAs), the Moon, and Mars; Kennedy Space Center (KSC) is developing capabilities to support the Space Launch System’s (SLS) heavy lift launch vehicle and Orion spacecraft. One of the KSC elements for ground support infrastructure that will fulfill the mission of NASA’s multi-destination human space exploration strategy is the ML. Originally constructed for the Ares I Vehicle under the Constellation Program, the ML will be modified under this contract to meet NASA’s beyond earth orbit mission. The objectives of the ML are the successful assembly, processing and launch of the integrated SLS heavy lift vehicle and Orion spacecraft. The ML is a critical element to meet the overall vehicle processing readiness schedules to meet NASA’s launch manifest.

The order of magnitude for the procurement is greater than $10M and the effort shall be completed within 545 calendar days after notice to proceed.

The NAICS Code and small business size standard for this procurement are 236210 and $36.5, respectively.

The anticipated release date of the RFP is on or about December 18, 2014 with an anticipated offer closing date of on or about February 18, 2015.

The firm date for receipt of bids or proposals will be stated in the RFP. Drawings will be available from FedBizopps.gov under this announcment. Note: Specifications and Drawings have an Export Determination of EAR 99 – EAR Controlled – ITAR Controlled – and are considered controlled documents. Therefore, download of documents won’t be permitted until requesters have been cleared through Defense Logistics Information Service (DLIS). Please begin FedBizOps registration immediately since clearance could take a couple of weeks.

All responsible sources may submit a proposal which shall be considered by the agency.
