NASA Goddard Space Flight Center is hereby soliciting information about potential 8(a) businesses to support the Goddard Institute for Space Studies (GISS). This competitive procurement will be a follow-on under Contract NNG06HX21C for specialized scientific support services to the Goddard Institute for Space Studies (GISS). This acquisition is being offered for competition limited to 8(a) concerns. The NAICS code for this procurement is 541519, and the size standard is 25 million dollars in annual average receipts.
Proposed services include providing scientific programming and analysis in support of specific GISS research programs and performing computer facility operations, systems programming, technical library operations, and overall logistical support for the GISS research facility. The scientific programming and analysis functions are integral parts of the respective research programs, whereas the other support functions are required to maintain and operate the facilities used in performing the research.
The GISS research programs to be supported can be conveniently grouped into three broad areas: (1) Global Climate Modeling: The climate modeling program GISS is primarily aimed at the development of three-dimensional general circulation models (GCMs) for simulating the Earth climate system; (2) Earth Observations: Accurate data necessary for characterizing the Earth climate and for monitoring trends in the average state of the atmosphere; (3) Planetary Atmospheres: Although limited in number, the atmospheres of the other planets of the solar system provide a nonetheless broad range of conditions and regimes for which we can test our basic understanding of atmospheric processes, including the greenhouse effect, aerosol and cloud physics, and atmospheric chemistry and dynamics. The effort will be performed on-site at the Goddard Institute for Space Studies in New York, New York.
No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.
Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of five (5) pages or less indicating the ability to perform all aspects of the effort described herein.
Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact – address and phone number). Technical questions should be directed to Larry Travis via e-mail at: Larry.D.Travis@nasa.gov. Procurement related questions should be directed to Cedric Mitchener via e-mail at: Cedric.M.Mitchener@nasa.gov.
Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101.

Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto. All responses shall be submitted to Cedric Mitchener via e-mail at Cedric.M.Mitchener@nasa.gov no later than close of business on Tuesday, July 13, 2010.
