Description

 

NASA/HQ intends to award a modification to an order to the Institute for Defense Analyses (IDA) Indefinite Delivery Indefinite Quantity (IDIQ) contract NSF-OIA-0408601 for an additional three month period and an increase in value. IDA manages the Science and Technology Policy Institute (STPI) which is a Federal Funded Research Center (FFRDC). STPI/IDA is uniquely qualified as it has non-profit business relationships with commercial companies that are subject of this study. STPI, has no stake or vested interests in the information obtained and as an FFRDC, is inherently aligned for such work.

 

According to FAR 6.302-3(a)(2)(ii), Establish or maintain an essential capability for engineering or developmental capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. The use of the authority at (a)(2)(ii) is appropriate when it is necessary to: establish or maintain an essential capability for theoretical analyses, exploratory studies, or experiments in any field of science and technology.

 

The Government does not intend to acquire a commercial item using FAR Part 12.

 

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on June 5, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

 

All contractual and technical questions must be submitted in writing via email (oral communications are not acceptable in response to this notice) to Raymond R. Jones IV at Raymond.R.Jones@nasa.gov not later than June 5, 2015 at 2:30p.m. EST.

 

All responsible sources may submit an offer which shall be considered by the agency.
