Description

NASA Headquarters(HQ) plans to continue an existing agreement for the operation of Global Emissions Inventory Activity (GEIA). GEIA is a major crosscutting activity of the International Geosphere-Biosphere Program. Since 1990 GEIA has been developing and distributing inventories of global gas and aerosol emissions from natural and anthropogenic sources. GEIA provides the highest quality information on air emissions and global exchange processes for comprehensive global assessments of past, present and future atmospheric chemistry, air quality and climate change. GEIA’s mission covers several themes -New Inventories, Inter-comparisons and Evaluations, Priorities Observations, Databases of Driving Variables, Temporal Variations, Chemical Exchange Models, Validation Using Observations and Global/ Regional Chemistry-transport Models.

NASA Headquarters intends to continue its sponsorship with GEIA’s network, news on data and events of interest to the global community. The network includes almost 625 people around the globe. There is no other organization in the industry that can provide such a unique blend of International Geosphere-Biosphere Programs.

It is in the best interest of the government to continue with the current contactor because of duplication of cost to the Government that is not expected to be recovered through competition.

NASA/HQ intends to award a purchase order for continued performance of sponsorship to Middleton Bauer Paulette; Panorama Pathways, GEIA Center.

The authority is FAR 6.302-1 (b)(iii) “For DoD, NASA, and the Coast Guard, unique supplies or services available from only one or a limited number of sources or from only one or a limited number of supplies with unique capabilities”.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing, by FAX or E-Mail, to the identified point of contact not later than 12:00 p.m. local time on June 20, 2008. Such capabilities/ qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
