Description

NASA/MSFC has a requirement for research and development support for the Fast Light Optical Gyroscopes for Precision Inertial Navigatio project.

NASA/MSFC intends to purchase the items from Northwestern University for the following reasons: 1) The Fast Light Optical Gyroscopes for Precision Inertial Navigation project was originated and conceived in part by a Northwestern University researcher. The project is a culmination of years of effort by the Northwestern University team, developing the requisite technologies, laboratory techniques, and theory that are fundamental and critical to the success of this research and development effort. No other sources have the comprehensive knowledge of the scientific and engineering subtleties of the topic required for successful completion of the project. Based on the publication record from Northwestern University, duplication of such experience would take at least 6 years of effort.

2) Northwestern University has developed custom unique equipment, devices, and test beds that will be leveraged and utilized for the Fast Light Optical Gyroscopes for the Precision Inertial Navigation project. The time, effort, and cost associated with duplicating these items would significantly delay and impact the project.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 25,2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
