Description

NASA/GSFC has a requirement for a four year extension to the existing contract NAS5-97213 for the Gravity Recovery and Climate experiment (GRACE) science and mission operations with the University of Texas. The GRACE mission produces a new model of the earth’s gravity field every twelve to twenty-four days.

The University of Texas was awarded the GRACE contract to include; design, development and operation of the GRACE satellite launched in March 2002. Since 2002, mission operations have consisted of algorithm and software development, enhancement for producing standard and special GRACE data products, data product validations and the publishing of GRACE results in journals and other scientific publication media in support of NASA’s Earth System Science research. The mission has been expanded to include Education and Public Outreach. The existing contract expires on December 31, 2007. The satellites continue to operate and provide science data to the science community. The proposed extension will continue the mission operation and data analysis phase of the contract for four additional years, through December 31, 2011. The statutory authority for this action is 10 USC 2304(c)(1), only one responsible source. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 23, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
