Description

NASA/KSC is releasing a draft Performance Work Statement (PWS) for Exploration Ground Launch Services (EGLS) as an attachment to this notice. Please note that the EGLS requirement was previously referred to as “Constellation Program Ground Processing Services” and information was previously released using the old solicitation number “NNK09MA01R”.

The draft PWS contains the requirements and definitions of Constellation operations (includes validation of the launch site and recovery/retrieval assets) as defined today. Also included are options for Space Shuttle Program Transition and Retirement (SSP T&R) at Kennedy Space Center, International Space Station (ISS) Orbital Replacement Unit (ORU) processing, and Launch Services Program (LSP) hazardous fueling operations.

The basic structure of the draft PWS is a “general” processing services section 1.0, followed by program specific sections: 2.0 Constellation, 3.0 ISS ORU processing, 4.0 LSP Fueling, and 5.0 SSP T&R. The “general” processing services section 1.0 contains the common requirements that apply to the program specific sections 2.0-5.0. The program specific sections 2.0-5.0 contain unique requirements in addition to the common requirements contained in section 1.0. The common requirements contained in section 1.0 are not applicable to the paragraphs within the program specific sections 2.0-5.0 that are marked as “Reserved”.

Within every section at all levels are descriptions in italics to describe content within that section. The italicized descriptions are solely to aid in the understanding of the content and are not requirements. These descriptions will not be present in the final version of the PWS unless industry requests that they remain.

During the draft PWS comment period, the government requests any comments or questions that will enable industry a better understanding of the scope or ability to propose on this scope.

Comments and questions should reference applicable paragraph numbers and be in electronic format using Microsoft Office 2003. Industry is encouraged to submit questions and comments as soon as they are identified. Industry may respond as frequently as needed through Friday, February 20, 2009. A complete list of comments/questions shall be submitted on February 20, 2009.

All questions must be submitted in writing to the Contracting Officer at tammy.s.burlein@nasa.gov. Telephone questions will not be accepted. Questions and answers will be posted on the EGLS website at http://egls.ksc.nasa.gov/EGLS/default.cfm .

This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

An ombudsman has been appointed — See NASA Specific Note “B”.

The draft solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
