Description

NASA Headquarters is considering a small business set-aside for Organization Development (OD) and Executive Coaching services to be provided to each NASA Center and all levels of leadership within the organization.

The NAICS code for this procurement is: 541611 – Administrative Management and General Management Consulting Services and the small business size criteria is: $7 Million. This work is comprised of technical and management capabilities to develop and provide products and services designed to meet the needs of Agency leaders and organizations around Organization Development and Coaching. Performance shall require a team with adaptable and significant expertise in organization theory, diagnosis, and behavior; leadership; coaching individuals, teams, and organizations; as well as high performance mentoring. This work includes:

* Organization Development Services including but not limited to diagnosis and planned interventions, facilitation, team building, strategic planning and implementation, and mediation services;

* Executive Coaching services to include but not limited to a cadre of skilled and experienced coaches at all levels of leaders and within organizations, team coaching design and implementation;

* OD and Coaching surveys, assessments, and feedback instruments with the capability to procure, debrief, and teach groups of people about the tool and its results;

* A web-based system to track all OD and Coaching engagements and activities that includes but is not limited to information about coaches, the ability to create separate communities, record-keeping capability for OD and coaching professionals as well as internal NASA program managers, automatic messages, as well as the ability to customize the system to suit NASA’s evolving needs;

* Project/account support.

These activities will take place at all NASA Centers including NASA’s smaller institutions such as Wallops Flight Facility, IV&V, and White Sands Test Facility. The ability to procure Organization Development and Coaching professions local to each NASA center is required. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps. NASA is seeking capabilities from all categories of Small Businesses for the purpose of determining the appropriate level of competition and/or Small Business subcontracting goals for this requirement. It is the potential offeror’s responsibility to monitor the site for the release of any solicitation or synopsis. Interested offerors having the required specialized capabilities to meet the above requirement should submit a capability statement of 4 pages or less indicating the ability to perform all aspects of the effort described herein. Responses must include the following: name and address of firm, size of business; average annual revenue for the past 3 years; number of employees; ownership; whether they are 8(a), number of years in business, and affiliate information: parent company, joint venture partners, potential teaming partners. Small Businesses interested in this opportunity may decide to partner in a joint venture with other small businesses. Responses to this sources sought notice are due to the specialist by 10:00 am on May 3, 2011.
