Description

NASA/MSFC has a requirement for support from ESRI Professional Services to 1) Implement new capabilities added to the ArcGIS Server Version 10.1 software and extensions, essential for effectively managing/serving time-series datasets from EO remote sensing and models, 2) Optimize existing SERVIR GIS services to take full advantage of newest database models, and 3) provide general expert support to the SERVIR staff for implementation of automated data flows and development of ArcGIS Server-based applications.

NASA/MSFC intends to purchase the items from ESRI Global Services because Esri is the company that manufactures and supports the ArcGIS family of products that are currently used to create, edit, and present GIS data in the SERVIR-Global platform. Although Esri provides annual maintenance to support the ArcGIS products being used by SERVIR (through an Enterprise License Agreement with NASA), the technical support services required for the SERVIR-Global platform review and upgrade activities are above and beyond those covered in the annual maintenance contract because they relate to analysis, recommendations, and support for refactoring that are specific to SERVIR’s technical solution. As the manufacturer of the software, Esri is uniquely qualified to support the SERVIR project in evaluating the quality of its technical solution and making recommendations on how it should proceed in using the latest versions of the Esri software. Prior efforts to complete the aforementioned activities, using both in-house staff and alternative external consultants, have not yielded the needed outcomes.

The Government does intend to acquire a commercial service using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. local time on July 24, 2013.

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
