Description

NASA/GSFC has a requirement for Designs of the mechanical system of the Mars Organic Molecule Analyzer (MOMA) Mass Spectrometer experiment which will be incorporated into the European Space Agency Exomars Program. The specific performance requirements are to be conducted in an accelerated 22 week ARO schedule:

-Develop the electron ion focusing assembly for the Goddard Breadboard 1 (GB1) 2D ion trap prototype design. -Work with the MOMA team to develop the GB1 2D ion trap segmented rod design. -Develop mounting interfaces for the GB1 2D ion trap -Interface with the GSFC MOMA team on a regular basis with weekly telecons and monthly or as required face to face meetings and provide a deliverable to the GSFC MOMA Instrument Manager of a monthly report on progress. Face to face meetings shall include Technical Interface Meetings and reviews.

NASA/GSFC intends to purchase the items from AMU Engineering Inc. pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source.

The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. Eastern Standard Time (EST)on March 24, 2011.

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
