Description

NASA/GSFC has a requirement for a Touch-And-Go Sample Acquisition Mechanism (TAGSAM) related engineering analysis and full scale testing logistics information. The results of these analyses will be used to assist in the development and planning of future mission concepts, specifically for sample acquisition and return. The effort must be completed in the December 2008 time frame.

NASA/GSFC intends to purchase the items from Lockheed Martin, Inc. pursuant to FAR13.106, for the acquisition of supplies or services determined to be reasonably available for only one source. Lockheed Martin developed the TAGSAM as a purpose-built system, uniquely designed to acquire regolith samples from space-based asteroids. They are the only source with the detailed knowledge of the TAGSAM design and its capabilities which is necessary to perform the required analyses.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time by the response date listed above. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.
