Description

This notice is a Request for Information (RFI) and is not a Request for Proposal (RFP). The Government will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. Proprietary information should be clearly marked. The requested information is for planning and market research purposes only and will not be publicly released. In accordance with Federal Acquisition Regulation 15.201(e), “RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract.”

As such, the NASA Goddard Space Flight Center (GSFC) is issuing a RFI in order to evaluate options for energy-efficient data centers to supplement or replace existing data center solutions. Interested parties are invited to submit a statement of capability outlining past work that is related to this requirement. Your capabilities statement shall not exceed five (5) pages total (Times New Roman, Font 12, one inch margins), excluding the cover page.

In addition, NASA GSFC is specifically looking for information on three distinct approaches: one representing short term actions, the second being an interim transitional stage and the third a longer term strategy. The three strategies are as follows:

1. Data Center (DC) retrofit technologies and solutions with high Return on Investment (ROI) as short term, interim measures

2. Individual stand alone, high ROI containerized DC solutions that meet criteria for two distinct use cases

3. Modular containerized DC solutions, again with high ROI, in order to establish a longer term strategic DC plan

In all cases, the ability to meet Federal Data Centers Consolidation and Green mandates are extremely important. Additionally, the vendor must be able to provide data and substantiate ROI projections with actual metrics and/or case studies (Consult Attachment A for the details regarding the three (3) approaches).

Separate from your capability statement, your responses to the three strategies shall not exceed ten (10) pages in total (Times New Roman, Font 12, one inch margin).

The information provided in your responses to this RFI may or may not lead to a posting of a solicitation. Any information used will be on a non-attribution basis. Restrictions that would limit the Government’s ability to use the information for these purposes are of limited value to the Government and are discouraged. Respondents will not receive feedback on the information obtained through this RFI process.

RFI responses must be directed to the point of contact listed below and submitted no later than 3:00 p.m. Eastern Standard Time on TBD. Responses should be submitted via e-mail.

NASA is seeking capabilities from large businesses, as well as from small, small disadvantaged, small disadvantaged veteran-owned, and women-owned small businesses for the purposes of determining the appropriate level of competition.

In addition to the aforementioned, responses shall also include a cover page that includes the following (limited to 1 page, formatted as above): name and address of firm, size of business, average annual revenue for past 3 years and number of employees, ownership, whether business is large, small, small disadvantaged, 8(a), HUBZone, small, small disadvantaged veteran-owned (SDVOSB), and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); and point of contact – position, address and phone number.

This RFI is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results.
