Description

NASA/NSSC has a requirement for a training program entitled “Creativity and Innovation Initiative.” The objective of the program is to provide training to further develop the creative thinking skills of the Creativity and Innovation Team. The vendor shall be responsible for providing all training materials to include software and any textbooks or workbooks necessary. The vendor shall provide training which explains the Six Thinking Hats methodology for up to 11 participants. The program will address current creativity and innovation issues facing each participant and how the Six Thinking Hats methodology can be applied to their issue. This offering shall be held at NASA’s Glenn Research Center beginning January 23, 2012 and ending January 26, 2012.

NASA/NSSC intends to purchase the above curriculum from de Bono Consulting, a Resources Unlimited Company, 2680 Berkshire Parkway, Suite 110, Clive, Iowa 50325.

Pursuant to FAR 13.106, the acquisition of these services has been determined to be reasonably available from only one source. Competition is impractical for the following reasons: de Bono Consulting developed the Six Thinking Hats methodology. de Bono Consulting does not allow other certified vendors to customize the standard program, and customization is required for this program.

The Government intends to acquire this training as a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. CST on January 17, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
