Description

NASA/JSC proposes to award a Sole Source Firm Fixed Price (FFP) contract to the Injury Biomechanics Research Laboratory (IRBL) at Ohio State University (OSU) to provide crewmember injury testing and evaluation associated with space suit hardware for the Johnson Space Center (JSC), Crew and Thermal System Division (CTSD) Space Suit and Crew Survivability Systems Branch. NASA/JSC intends to purchase the services/items from the IRBL at OSU. The IRBL at OSU will supply an expert team of engineers, anatomists, physicians, computer modelers and technicians, who have a extensive background associated with mechanisms of injury and injury thresholds of the human body. OSU is uniquely qualified with testing facilities and background expertise (physiologic and anatomical) to both test and evaluate the results of the testing from beginning to end. In addition, OSU has unique facilities and testing infrastructure including capabilities and facilities required to perform controlled acceleration testing with both anthropomorphic test devices (crash test dummies) and Post-Mortem Subjects (PMHSs) required to accomplish necessary testing and satisfy the agency’s required deliverables that include comprehensive data deliverables, results reports, analysis, and conclusions.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested parties may submit their proposal to perform the effort in writing to the identified point of contact no later then 3:30 p.m. local time on May 5, 2008. Such proposals will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
