Description

NASA/HQ is hereby soliciting information about potential sources for Congressional Briefing Conference Training for NASA employees, including members of the NASA Leadership Development and Executive Service Candidate Development Programs.

NASA HQS intends to acquire these services from The Government Affairs Institute (GAI) at Georgetown University. GAI has highly qualified instructors, many with PhDs and personal legislative connections and experience, and an unmatched depth of knowledge about NASA’s goals, issues and challenges. Their existing proven programs provided to NASA participants are not general legislative overviews but targeted, focused learning experiences that provide NASA managers and leaders with a unique understanding of how to enable the Agency to meet Congressional requirements, while achieving the NASA mission. The GAI course is able to accomplish this due to GAI’s longstanding working relationship and history with NASA and their consistent focus on learning about NASA challenges and needs over this period of time. Their experience with NASA past participants provides them a detailed understanding of the cultural, managerial and technical intricacies of NASA and has allowed them to weave together a powerful and tailored program, which addresses NASA needs. The course is the result of approximately fifteen years of effort and incurred cost to define and refine a course that is meaningful and specific to NASA. This effort has allowed GAI to modify/tailor their course and place content within the course that specifically relates to NASA’s operations on Capitol Hill.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. EST on March 29, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.

This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
