Description
NASA’s HQ plans to issue a modification to increase the maximum ordering value on the Indefinite Delivery, Indefinite Quantity (IDIQ) task order contract with Cambria Consulting for executive coaching services for the Agency Coaching Program. This modification will increase the maximum ordering value to $5,340,000 for the continuation of services to allow for a follow-on solicitation to be released approximately in the first quarter of CY2011.
NASA intends to issue the modification on a noncompetitive basis to Cambria Consulting in accordance with 10 U.S.C 2304 (c)(1), as implemented by FAR 6.302-1, “only one or a limited number of responsible sources and no other types of supplies or services will satisfy agency requirements.” Cambria Consulting employs specific processes copyrighted by Cambria Consulting and its cadre of coaches to perform the necessary coaching services. Cambria Consulting is the incumbent on the existing Contract and has the expertise and personnel readily available to continue the agency leadership programs through award of a follow-on Contract to be awarded as a competitive procurement.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 p.m. local (EST) on January 14, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
