Description
This notice is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; offers are being requested and a separate written solicitation will not be issued. Due to system character limitations, the RFP is contained in a separate link to the synopsis.
This notice is being issued as a Request for Proposal(RFP) NNH09291335R for the NASA History Division. The NASA History Division has a requirement for the commercial service of writing a complete scholarly book-length biography of Dr. Thomas Paine, NASA’s third Administrator. This biography shall focus on Dr. Paine’s time at NASA (as Deputy Administrator, Acting Administrator, and finally Administrator) and the time afterward when he served as chairman of the National Commission on Space (1985-1986) and as a member of the Augustine Commission on the Future of the U.S. Civil Space Program (1990).
Period of Performance and Contract Type: The period of performance for this contract is thirty six (36) months from the date of award. NASA intends to award a firm fixed price contract.
The provisions and clauses in the RFP are those in effect through FAC 05-32. The NACIS Code and small business size standard for this procurement are 711510 and $7M. The offeror shall state in its offer its size and status for this procurement. The proposed contract is 100% set-aside for small business.
Proposals for the above requirement are due by 3pm (EST) on August 10, 2009 to NASA/Goddard Space Flight Center, Attn: Candis Edwards-Duncan,Code 210.H,Greenbelt,MD 20771 and must include solicitation number, Tax Identification Number (TIN), Cage Code, and be signed by an authorized company representative.
All contractual and technical questions must be in writing (email) to Candis.J.Edwards-Duncan@nasa.gov no later than July 27, 2009 at 2pm (EST). Telephone questions will not be accepted.
