Description

NASA/GSFC has a requirement for support in Antenna Technologies for 3D imaging, wide swath radar supporting Aerosol Climate and Ecosystems (ACE) mission. This effort will provide a direct path to a common aperture dual-frequency (Ka and W band) ACE radar providing wide-swath (>100 km) imaging at Ka-band by building upon ESTO’s investments in large-aperture reflectors and utilization of high-TRL radar architectures. This will be accomplished by advancing the TRL of two key antenna system components:

a)A novel dual-band reflector/reflectarray supporting both Ka and W bands b)A Ka-band Active Electronically Scanned Array (AESA) feed module

NASA/GSFC intends to purchase the items from Northrop Grumman Electronic Systems (NGES) due to their proprietary technologies developed for the ACE mission.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 12, 2011. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency. All capabilities shall be submitted to Bruce Tsai (Bruce.B.Tsai@nasa.gov).

NASA Clause 1852.215-84, Ombudsman, is applicable. The installation Ombudsman is Nancy Abell (Nancy.A.Abell@nasa.gov).
