Description

NASA/NSSC has a requirement for a training program entitled “Federal Enterprise Architecture Certification.” The objective of the program is to provide a graduate level curriculum for a Federal Enterprise Architecture (EA) Certification delivered onsite at NASA Johnson Space Center. The vendor shall be responsible for providing lectures, classroom activities, case studies, readings, individual and group projects, papers, and development assignments that can be applied to the participants’ on-the-job project work and all other training materials. Upon completion of the course each participant who successfully completes the program will receive a CEA (Certified Enterprise Architect) designation from the CEA Examination Board and an accredited university, a certificate of completion in Enterprise Architecture and 20 CEUs from an accredited university. The curriculum shall provide instruction in accordance with NASA Procedural Document 2830.1. The training will consist of two 5 day sessions and one 2 day session delivered as follows: 1) Each 5 day session will consist of 40 hours of in class instruction; 2) The final 2 day session will consist of 16 hours of in-class instruction, including a final practicum and group project presentations; 3) Participants will also have two 60 hour on-line instruction sessions of instruction. Participants shall have at least 4 weeks between each classroom session. Training shall be held at NASA Johnson Space Center or within a 5 mile radius October 26, 2009 – January 15, 2010 for 18 students.

NASA/NSSC intends to purchase the training course from FEAC Institute, 420 Euille St, Alexandria, VA 22314-2352. Pursuant to FAR 6.302-1, the acquisition of these services has been determined to be available from only one responsible source and no other service will satisfy Agency needs.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 30, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
