Description
NASA/NSSC has a requirement for a course entitled “APEX (The Ames Project Excellence) Foundation Pilot Development Program.” The objective of the pilot is to provide the highly specialized and unique products and services required to design, develop and implement the APEX Foundations Pilot Development Program at Ames Research Center. The course shall cover 3 specific work areas: Design and Development Phase leading to a one-year APEX Foundation Pilot Program, one full year (12 months) APEX Foundations Pilot Program, Support and Enhance the APEX Development Program and provide 36 hours of expert technical mentoring. The vendor shall possess and demonstrate an advanced, significant and expert knowledge and insight of NASA and NASA Ames’ mission, strategic priorities, culture, diverse programs and projects, project management and system engineering requirements, procedures, policies and practices. The vendor should possess and demonstrate significant leadership and technical expertise in workforce planning and development activity including A) Assessing and improving project performance at NASA Ames, B) Assessing and identifying mission-critical and specialized competencies and capabilities required to successfully execute NASA Ames programs and projects, and C) Identifying and prioritizing Ames’ capability gaps and providing expert level insight into the critical development needs of NASA Ames technical workforce. The vendor shall be responsible for providing all training materials prior to the training. The vendor shall conduct 6 months of development working closely with NASA Ames personnel and a 12 month pilot training course to cover all of the agreed upon topics set forth during the development stage. Training shall be held at NASA’s Ames Research Center and the period of performance (18 months) to begin the day of award.
NASA/NSSC intends to purchase the training course from Nancy Bingham Consulting, 15701 On Orbit Dr, Saratoga, CA 95070-6349. Pursuant to FAR 13.106, the acquisition of these services has been determined to be reasonably available from only one source.
The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 1, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
