Description

NASA/GSFC has entered into a contract with University of Alaska Fairbanks to perform services entitled Alaska Synthetic Aperture Radar (SAR) Facility (ASF) Distributed Active Archive Center (DAAC). As part of ongoing operations to support the science community, NASA Headquarters (ESMD) has requested additional Japanese Aerospace Exploration Agency (JAXA) Advanced Land Observing Satellite (ALOS PALSAR) data scenes be obtained to support the increased needs of the science community. The current Statement of Work for these services has been revised to acquire approximately, 200,000 additional AOLS scenes beyond the original contract estimates to meet the needs under this procurement. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source. The University of Alaska at Fairbanks is the only known entity to be designated as the Japanese Aerospace Exploration Agency (LAXA) designated representative to acquire data for distribution of Advanced Land Observing Satellite (ALOS). The University of Alaska distributes ALOS data scenes under the terms and conditions of its license with JAXA.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

NASA/GSFC plans to contract with University of Alaska Fairbanks, 903 Koyukuk Drive, Fairbanks AK, 99775-7320 for this effort. Interests in subcontracting opportunities should be directed to University of Alaska Fairbanks at the above mentioned address. Organizations interested in this opportunity being added to this existing requirement may submit their capabilities and qualifications, 10 pages or less, indicating the ability to perform all aspects of this effort in writing via fax number 301-286-5373, attention Denise Sydnor or email to Denise.Y.Sydnor@nasa.gov, no later than 12:00 noon on June 7, 2012 Eastern Standard Time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FebBizOpps and on the NASA Acquisition Internet Service. It is the potentials offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.

All responsible sources may submit a capabilities statement which shall be considered by the agency.
