NASA SMD A.42 Commercial SmallSat Data Analysis Clarification

In response to questions from proposers about when proposals that build on previous work are appropriate, text has been added to Section 2.1 of A.42 Commercial SmallSat Data Analysis to provide clear tests that may be applied to potential project ideas to ascertain whether they would be welcome in proposals to this program element. New Text is in bold. The due dates remain unchanged.
