Description

The NASA/Goddard Space Flight Center (GSFC) is issuing this Request for Information (RFI) to solicit potential sources for the Origins-Spectral Interpretation-Resource Identification-Security-Regolith Explorer (OSIRIS-REx) Visible and Infrared Spectrometer (OVIRS) Linear Variable Filter (LVF).

This procurement is for the design, fabrication, testing, and delivery of the linear variable filter for use in the OSIRIS-REx Visible and Infrared Spectrometer (OVIRS) instrument.

The purpose of this notice is to identify small businesses, including small disadvantaged business (SDB) concerns, Historically Black Colleges and Universities (HBCUs), minority institutions (MIs), veteran-owned small business, service-disabled veteran-owned small business, HUBZone, and women-owned small business (WOSBs), that possess the technical capability to provide support for the requirements as a Prime Contractor or as a Subcontractor. Interested offerors having the necessary specialized capabilities to meet the requirements outlined in the attached draft specifications should submit a brief capability statement.

This capability statement should indicate the ability to be the Prime Contractor or Subcontractor and perform all aspects of the effort described herein. It is insufficient to provide only general brochures or generic information. Additionally, your responses must include the following: name and address of firm; size of business; whether small, small disadvantaged, 8(a), HUBZone, and/or women-owned, etc., affiliate information; parent company; joint venture partners; potential teaming partners; and a summary of past relevant experience.

In addition to the above the offeror should respond to the following questions:

* Has the vendor built and delivered spaceflight linear variable filters that meet the uniformity requirements for the OVIRS instrument? * Has the vendor built bonded filter assemblies that operate at cryogenic temperatures (down to 90 K)? * In the past, has the vendor performed temperature cycling and verified that the linear variable filters maintain their flatness requirements? * In the past, how has the vendor ensured that filter characteristics do not change during periods of storage at ambient (exposed to air)? * Based on the information provided, how long will it take for the vendor to deliver flight hardware? * Does the vendor have knowledge and application of space flight hardware and mission assurance requirements? Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. Eastern Standard Time on June 6, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a small business set aside basis. A determination by the Government to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

It is emphasized that this RFI is for planning and information purposes only and is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information received. Upon review of the information provided to NASA, it is the Government’s intent to release a “Request for Proposal”, which could lead to a contract award. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
