Description

NASA/NSSC has a requirement for a 1 year license for Google Site Search product GSS-3M-12MO-STD, in order to upgrade current search capabilities to 3 million documents from the Google.com index and execution of up to 15 million queries. The upgraded Google Site Search license will be used as part of an Agency-wide custom internet search capability for the NASA digital library initiative.

The term of the license shall be September 1, 2009 – August 31, 2010. Delivery shall be FOB Destination.

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued.

The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13.

The provisions and clauses in the RFQ are those in effect through FAC 2005-36.

The NAICS Code and the small business size standard for this procurement are 511210 and $25.0 Million respectively. The offeror shall state in their offer their size status for this procurement.

It is the quoter’s responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice and amendments (if any).

All responsible sources may submit an offer which shall be considered by the agency.

Offers for the items(s) described above are due by August 31, 2009 by 11:00 am local time to Libby Romaguera, e-mail: libby.a.romaguera@nasa.gov, or faxed to 228-813-6434 and must include: a cover page to the attention of Ms. Romaguera, solicitation number, discount/payment terms, identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructions to Offerors-Commercial Items, which is incorporated by reference.

If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled “Buy American Act — Supplies,” the offeror shall so state and shall list the country of origin.

If an equivalent product is being offered, the offeror shall comply with the requirements of FAR 52.211-6 (AUGUST 1999), Brand Name or Equal.

Offerors must include completed copies of the provision at 52.212-3 (JUNE 2008), Offeror Representations and Certifications – Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract.

FAR 52.212-4 (FEB 2007), Contract Terms and Conditions-Commercial Items is applicable. Addenda to FAR 52.212-4 are as follows: NFS 1852.223-72, NFS 1852.215-84, 1852.237-73, and NFS 1852.225-70.

FAR 52.212-5 (JUNE 2007), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-50, 52.225-3, 52.225-13, 52.232-33.

Selection and award will be made to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government’s requirement.
