NASA ROSES-21 Amendment 38: A.35 SERVIR Applied Sciences Team Change in Scope and Clarification
SERVIR, a joint initiative of NASA and the U.S. Agency for International Development (USAID), fosters applications of Earth observations to help developing countries assess environmental conditions to improve their planning and actions.Program element A.35 requests proposals for the SERVIR Applied Sciences Team (AST), which will improve the abilities of SERVIR regional hubs, national stakeholders, and users to apply Earth observations.
This amendment pertains to two issues, a change in scope regarding Afghanistan and a clarification regarding SERVIR-West Africa:
1. The original call listed Afghanistan as one of the focus countries in the Hindu Kush Himalaya region. Afghanistan has been removed from the list of SERVIR Hindu Kush Himalaya foci. Afghanistan may be included as part of a broader regional perspective, but proposals with Afghanistan as the sole focus will be deemed non-responsive.
2. USAID’s SERVIR-West Africa procurement process is still ongoing. There is a gap between the first five years and the next phase of SERVIR-West Africa. The SERVIR-West Africa website and service information remains available to AST Step-1 proposers to understand current services. Since proposers should not contact hubs during the Step-1 proposal development anyway, this delay in selection of the next phase of SERVIR-West Africa will not impact Step-1 proposals either in thematic or geographic scope.
The due date for proposals is unchanged: 5-page Step-1 proposals are due October 26, 2021.
