ROSES-19 Amendment 7 releases text for a new program element: A.54 Decadal Survey Incubation Study Teams: Planetary Boundary Layer and Surface Topography and Vegetation.
The purpose of this program element is to assemble two study teams (one each) for advancing (1) Planetary Boundary Layer (PBL) and (2) Surface Topography and Vegetation (STV) Incubation Targeted Observables (TO) Program Goals as outlined in the National Academies of Sciences, Engineering and Medicine (NASEM) 2018 decadal survey, Thriving on Our Changing Planet: A Decadal Strategy for Earth Observation from Space (https://www.nap.edu/catalog/

Notices of intent to propose are requested by June 17, 2019, and the due date for 5-page proposals is August 1, 2019.
