NASA ROSES-11 Amendment 33: Changes for Appendix B.4: Solar and Heliospheric Science
The Solar and Heliospheric Physics (SHP) program has as its objective the comprehensive study of all five solar and heliospheric research areas, namely: Solar interior, Solar photosphere, Solar chromospheres, transition region, and corona, Inner heliosphere and Outer heliosphere and the interstellar boundary. This program has four main research thrusts: nonflight Supporting Research; a Guest Investigator Program; Instrument and Technology Development (ITD) that may be carried out in the laboratory and/or observatory; and payloads on balloons, sounding rockets, or as secondary, rocket-class payloads on flights of opportunity that are generically referred to as low cost access to space.
This Amendment both expands the content of the program and also changes the due dates and submission process. Please read carefully.
First, there is a change in the Heliophysics Guest Investigator Program (HGIP). In order to streamline the proposal process (submission, evaluation, and administration), for FY 2012 we will be competing the HGIP as an embedded element within the SR&T programs. Specifically, the HGIP funds will be split to the relevant Solar and Heliosphere related portion (in this element, B.4) and the Geospace related portion (see ROSES 2012 element B.3). See section 1.3 for details. Second, the Notice of Intent is now replaced with a “Step-1 proposal.” The Step-1 proposal is now required and the Title and Team are binding, see Section 2.1 of Appendix B.4 for details. Third, to give time for the community to react to these changes to the program, the due dates are deferred by a couple of months; Step-1 proposals will be due March 16, 2012, and Step-2 proposals will be due May 18, 2012. Because of the time of year, this moves B.4 from ROSES-2011 to ROSES-2012. Since ROSES-2012 has not yet been released, this is a draft element and the final version will come out in ROSES 2012 in mid-February 2012. All proposals to Appendix B.4 must be submitted to the ROSES 2012 NRA.
