Description

NASA/HQ plans to issue a Request for Quotations (RFQ) for membership on the Corporate Leadership Council.     The authority is only one responsible source 10 U.S.C.2304(c)(1). This procuremnt is being conducted under the Simplified Acquisition Procedures (SAP). NASA/Headquarters intends to purchase this membership from The Corporate Leadership Council. Membership in the Council is comprised of senior human resources executives at leading corporations worldwide.     The Council identifies and publishes best-demonstated practices focusing on succeessful corporate human resources (HR) initiatives.     Membership services include: (1)unlimited copies of current and past studies dealing with a wide range of HR issues, (2) annual executive retreat for senior HR executives at no extra cost, (3) regional briefings, (4) assignment of short-answer custom research project library, (6) access to Council’s services and communication with staff at no cost, (7) educational services which includes on-site presentations on the practices and organizational structure of the world’s most progressive HR departments, (8) workshop for senior officers, and (9) retreat implementation kit for conducting staff retreats.     The Government intends to acquire a commercial item using FAR PART 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30p.m. local time on March 27, 2004.     Such capabilities/qualification will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.     A determination by the Govenment not to complete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.     An ombudsman has been appointed. See NASA Specific Note “B”. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror’s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
