Description
This notice is issued by NASA/ARC to post a Request for Information (RFI) via the internet, and to solicit responses from interested parties. This RFI is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. This notice is to solicit information from the Thermal Protection Systems (TPS) community about TPS material and architecture options beyond the traditional Carbon Phenolic (CP) heritage such as Tape Wrapped Carbon Phenolic (TWCP) and Chop Molded Carbon Phenolic (CMCP) materials. A document attached to this posting, “Alternate TPS/ Alternate Architectures to Carbon Phenolic,” describes the technical aspects of this RFI in full.
The areas of interest and the focus of this RFI are:
1) New TPS materials that can meet or exceed the performance of the heritage CP, or 2) New entry vehicle architectures that can accomplish the missions (described in the attached RFI document) successfully without the use of CP.
Vendors or organizations having existing industrial capabilities and/or novel re-entry architectures are invited to submit a response to the specific questions outlined in the attached document.
In addition to the technical information requested, responses should include the following:
1) Name and address of firm, technical point of contact, phone number, e-mail, and website (if applicable); 2) Size of business based on NAICS code 336419 – whether your company is large, small, small disadvantaged, 8(a), HUBZone, veteran-owned and/or woman-owned; 3) Describe any collaboration or teaming arrangements with other organizations that might be used in order to provide the necessary expertise contained in this requirement.
All responses shall be submitted to the Contracting Officer by email to: Marianne.Shelley@nasa.gov, no later than March 2, 2012. Please reference NNA12ALTTPSL-AMD in the subject line.
This synopsis is for information and planning purposes, subject to FAR provision 52.215-3, entitled “Request for Information or Solicitation for Planning Purposes” and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. Although all comments received will be carefully reviewed and considered for inclusion in a later action, the initiators of this request make no commitment to include any particular recommendations.
No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.
An ombudsman has been appointed — See NASA Specific Note “B”.

These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
