Description

This notice is issued by the NASA/GSFC Rapid Spacecraft Development Office to post a Request for Information (RFI) – Invitation to Participate in the Rapid III Contracts On-Ramp 3, via the internet, and solicit responses from interested parties.

The Rapid Spacecraft Development Office (RSDO) Rapid Spacecraft Acquisition (RAPID III) is a multiple award, IDIQ, Fixed Price type contract, for satellite bus core systems with any necessary modifications to meet specific Mission needs. The scope of the work includes design and development of the spacecraft, integration of Government provided scientific instruments, spacecraft/observatory integration and test, shipment of observatory to launch site, observatory launch support, on-orbit checkout of observatory, and on-orbit operations as required.

Periodically, within the contracts effective ordering period, the Contracting Officer will accept and evaluate proposals with the intention of adding contracts and/or modifying existing contracts to place additional core spacecraft and options in the Rapid III Catalog. This will be done via “On-Ramps.”

The RSDO is releasing this RFI to assess the spacecraft industry’s interest in participating in a third Rapid III on-ramp to support the Joint Polar Satellite System (JPSS) 2 spacecraft procurement, tentatively planned for the 2014 – 2015 timeframe. This future procurement has the potential to be expanded to two (JPSS 3-4) additional spacecraft (depending on Congressional authorization). The JPSS project estimates that each JPSS 2-3-4 spacecraft would need to support up to eight sensors/instruments in support of the National Oceanographic and Atmospheric Administration’s operational meteorological sciences mission.

The RSDO is anticipating opening up an On-Ramp 3 for the Rapid III contracts in September 2012.

On-Ramp proposals shall be subject to the same proposal instructions and evaluation procedures as the Rapid III Request for Proposal (RFP) NNG10207304R dated November 3, 2009. Proposal instructions and evaluation procedures may be obtained from the RSDO website, http://rsdo.gsfc.nasa.gov , under the “Rapid III” menu option.

This RFI is for information and planning purposes only and it is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.
