Description

NASA’s Human Research Program (HRP) supports investigation into understanding and quantifying health impacts of space radiation with the goal of ensuring that crewmembers can live and work in space, including locations beyond Low Earth Orbit, without exceeding acceptable radiation health risks. A substantial body of data has been accumulated from radiobiological research conducted at particle accelerators. During the same period, significant breakthroughs in biology have provided new insights into the mechanisms by which cells, tissues, and organisms respond to radiation. The state of the art is at a stage where integration of the various threads of research may profitably be attempted. This requires new approaches, whereby the advances in radiobiology can be made accessible to systems biologists, and the methods of systems biology can be exploited by radiobiologists, with the aim of developing a theory of radiation response capable of extrapolating current knowledge to provide accurate predictions of radiation risk in space.

NASA’s HRP has issued a request for information (RFI) to aid in the development of future system biology directions for the radiation research programs. Input to this RFI will be considered by NASA in developing recommendations for future radiation systems biology research. These recommendations may form the basis for future NASA Research Announcements (NRA’s).

The full RFI and submission instructions can be accessed from the NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES) website, (http://nspires.nasaprs.com ), by going first to “View Solicitations” and selecting “Open Solicitations” and searching for RFI “NNJ14ZSA002L”. Responses to this RFI shall be submitted no later than 11:59 PM EDT on September 2, 2014.

It is emphasized that this RFI is for planning and information purposes only, and is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited. The information gathered will be considered by NASA to help develop future research directions for the radiation system biology programs.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror’s responsibility to monitor these sites for the release of any solicitation or synopsis.

The NASA point of contact for this RFI is: Dr. Lisa Simonsen NASA Langley Research Center lisa.c.simonsen@nasa.gov

NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html .

The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/LARC Business Opportunities home page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=23 It is the offeror’s responsibility to monitor the Internet cite for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments, if any.
