Description

NASA/GSFC plans to issue a Request for Quotation (RFQ) for the Terra Video Production to include a video cassette master script consultation, voice over for audio soundtrack, graphics packaging and video editing.

The deliverables shall consist of: 1) continued consultation on script development; 2) review of visual assets delivered by NASA/GSFC; 3) design composites and storyboards; 4) voiceover for audio soundtrack; 5) graphics production; 6) conform all elements to final product; 7) access for NASA to all the source files; and 8) two 15-mintues video masters and fifty VHS copies of master. This work will take place from January 2003 through April 2003. All visual assets must be provided in both QuickTime movie format (thumbnail 320 x 240 pixels) and HDTV (1280 x 720 pixels, 60 frames per second) digital video formats.

This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Creneaux, Inc. 145 Sixth Avenue, New York, New York. Creneaux, Inc. is the only company capable of providing the MPEG-4 compliance specification required as the global standard for multimedia file format. Creneaux, Inc. has prior knowledge and experience through development of outreach tools and content in collaboration with NASA ESIP Federation, NASA Earth Observatory, and Goddard Visualization Analysis Laboratory. To assist NASA in its adoption of the MPEG-4, Creneaux, Inc. is willing to share in the cost of these services. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 11, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note “B”.
