Description

NASA/MSFC has a requirement for a study of the small satellite market given the introduction of a low cost ($5M – $10M) U.S. small launch vehicle. NASA/MSFC intends to purchase the study from Commercial Space Technologies, Ltd. pursuant to FAR 13.106.      

Commercial Space Technologies, Ltd. has a unique capability in understanding the worldwide small satellite market due to its extensive interaction over the past 20 years with international clients in all sectors of space activity including launchers, propulsion, spacecraft, communications, insurance and finance, remote sensing, micorgravity, and biotechnology.    

Commercial Space Technologies, Ltd. specializes in arranging for launches of small satellites.    

This unique combination of interactions and focus makes Commercial Space Technologies, Ltd. uniquely qualified to conduct such a study involving the impact of a new small launch vehicle on the global small satellite market. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 12, 2005.    

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.    

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. An Ombudsman has been appointed.
