Description

NASA intends to award a sole source contract to Team Encounter, LLC pursuant to 10 U.S.C. 2304(c)(1), only one responsible source. This procurement is to secure host spacecraft accommodations for a NASA New Millennium Program (NMP) technology experiment known as the Space Technology-6 (ST-6) Interstellar Compass (ISC)on the Team Encounter, LLC commercial spacecraft planned for a launch in 2004.

Services required include the following payload accommodations: mass 5kg, power 15watts, on-board data storage 100MB, telemetry service for data at 38,400 baud, command capability of up to 10 commands per second, attitude knowledge of less than 3 degrees per axis, and attitude stability to less than 0.25 deg/sec per axis for a total of at least 36 hours. The host spacecraft shall provide a maneuver capability such that the payload is afforded an unobstructed view of at least 50% of the celestial sphere, and allows the ISC field of view to pass through the sun and the moon.

The launch of the host spacecraft into Geosynchronous Transfer Orbit (GTO) must occur in the FY 04 timeframe. The spacecraft must be in operation for no less than 30 days and the ISC shall be operated no less than 48 hours during this period. The contractor shall be responsible for the acquisition and delivery to NASA of pertinent ISC data. Team Encounter is currently the only vendor which has sufficient spacecraft resources to accommodate this small payload during the required timeframe. These resources are adequate for the ISC experiment, and represent a unique and much needed opportunity for NMP access to space.

The Government intends to acquire these as commercial services using FAR Part 12. Team Encounter is the only source, which can meet the Government requirements. Any other firms desiring consideration are requested to fully identify their interest and capabilities within 15 days of the date of publication of this synopsis to the NASA’s GSFC office and contact listed below. See Note(s) 12.

An Ombudsman has been appointed. See NASA specific note “B”. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
