Description

NASA/JSC has a requirement for a two year follow-on cost type contract for development, sustaining engineering and flight support operations for the Space Vision System (SVS) and the Laser Camera System (LCS) in support of the Space Shuttle Program (SSP) activities and International Space Station (ISS) Program assembly activities.    

The SVS is required to support element assembly operations on STS-115 and STS-117.      

The LCS is required beginning with Space Shuttle flight STS-114 to accurately inspect Orbiter surfaces for damage which may pose a safety issue for the return of the Space Shuttle. NASA/JSC intends to purchase the items from the Canadian Commercial Corporation/Neptec Design Group Limited.    

CCC/Neptec is currently providing support under contract NAS9-01183.    

Neptec is the design authority and sole manufacturer of the SVS and LCS and owns the design rights/exclusive license for the equipment.    

The technology involved in both the SVS and LCS is highly specialized and Neptec has uniquely qualified staff to manufacture and support the equipment within the time constraints of the upcoming Shuttle flight manifest schedule.    

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 05, 2005.    

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.    

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
