Description

NASA/GSFC/Wallops Flight Facility (WFF) plans to issue a Request for Offer (RFO) for sounding rocket launch services in support of the Mountian and Convective Waves Ascending Vertically (MaCWAVE) Winter 2003 Campaign to be conducted at EsRange, Sweden.

This proposed contract will provide for the facilties and services necessary to launch two Terrier-Orion sounding rockets, a mix of falling sphere meteorological rockets, and balloon-borne radiosondes. This support includes the use of office space, launcher facilities, wind weighting services, and general launch support and engineering services at EsRange. NASA/GSFC/WFF intends to purchase the items on a noncompetetive basis in accordance with 10 U.S.C 2304 (c)(1)-“Only One Responsible Source” from the Swedish Space Corporation, EsRange, Solna, Sweden.

The scientific requirements of the MaCWAVE Winter 2003 Campaign dictate that the launches take place in Sweden at a high geographic latitude and that ground based scientific instruments are available in various strategic locations to provide real-time scientific data. EsRange, operated by the Swedish Space Corporation, is the only site capable of meeting these specific scientific requirements. The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 14, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
