Description

NASA/LaRC has a requirement for Satellite Up-Link Services for distance learning series.     There are a total of 27 broadcast or uplinks required, including troubleshooting services.         NASA/LaRC intends to purchase the items from the National Educational and Telecommunications Association (NETA) as the only known responsible source that can meet Agency requirements.    

NETA is the only known professional association that serves public television licensees and stations in all 50 states, the US Virgin Islands, and Puerto Rico.    

They also operate the Public Broadcasting System (PBS) satellite used by the stations to down link the programming.      

It would take substantial duplication of time and money for another company to offer similar services that would meet this requirement, and these costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 16, 2004.    

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.    

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
