Description
NASA/GRC plans to issue a Request for Proposal (RFP) for development of a Proton Exchange Membrane (PEM) Regenerative Fuel Cell (RFC) Breadboard.
The Contractor will be expected to design, build, and test a closed-loop hydrogen-oxygen PEM RFC Breadboard, and to evaluate its operability and durability.
NASA is interested in RFCs as an energy storage device for remotely piloted, solar-electric aircraft, which NASA anticipates will enable high-altitude, long endurance flight capability.
NASA anticipates awarding two or more contracts as a result of this synopsis and its subsequent RFP.
The scope of work will include conceptual design of a flight prototype, critical technology development, and breadboard demonstration. The Government does not intend to acquire a commercial item using FAR Part 12.

All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFP is on or about December 13, 2004 with an anticipated offer due date of on or about January 14, 2004. An ombudsman has been appointed — See NASA Specific Note “B”. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
