Description

NASA/Goddard Space Flight Center plans to support/sponsor the “OGC Web Service”, on a sole source basis, with Open Geospatial Consortium (OGC), for a period of 7 months.    

The authority is only one responsible source 10 U.S.C.23 (c) (1). This procurement is being conducted under the Simplified Acquisition Threshold. NASA/GSFC intends for Open Geospatial Consortium to assist the Agency in the creation of the OGC Web Services (OWS)-3 Initiative.      

OGC will work on the Catalog Service for the Web (CS/W), V2.0 Theme: ISO 19115/19119 Application Profile Under this theme, OWS3 vendor participants will collaborate in researching, developing, and testing new open standards interoperability specifications, and profiles of existing specifications, for discovery, retrieval, and use of geospatial information and services via the World Wide Web.    

The OWS-3 Initiative will be funded through collaborative contribution from numerous organizations including Government, Industry and Universities.             

The Open Geospatial Consortium, Inc. (OGC) is a non-profit, international, voluntary consensus standards organization that is leading the development of standards for geospatial and location based services.     OGC is not a government entity.    

OWS Phase 3 (OWS3) funds will be used for the sole purpose of completing the work directives by a competitive process that will result in awards of multiple vendors participating global security environment. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 03/18/2005.      

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.    

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
