Description

NASA/HQ plan to issue a Sole Source Request For Quote (RFQ) to the National Association Of Colleges & Employers Inc.’s (NACE) to renew NASA’s yearly membership, based on FAR 6.302-1. The authority is only one responsible source 10 U.S.C.2304 (c)(1). This procurement is being conducted under the Simplified Acquisition Procedures (SAP) using FAR Part 13. NASA/HQ intends to renew NACE’s membership for their products and services that provide its members an unparalleled opportunity to advertise employment opportunities in premier national recruitment venues and offers recruitment research tools to each NASA Center.  

Some of NACE’s services include a two-page NASA recruitment in Job Choices in Science, Engineering, and Technology and Job Choices Diversity, an online magazine for college students, an information center providing research, statistics, legal opinions and studies, a NASA profile on the NACE Job Web, and publications dealing with human resources issues and trends.

The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1 p.m. local time on 6/9/05.

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.   A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
