Description
NASA/JSC has a requirement for a revision service for MYBOEING.COM FLEET and incorporation of a customized database. The service is an online maintenance and operations guide for the Boeing C-9 Aircraft recently purchased by NASA/JSC. In addition, the paperback documentation required to support the flight operations and maintenance of the Aircraft will also be needed. NASA/JSC intends to purchase the items from the Boeing Company as supported by a Justification for Other Than Full and Open Competition based on U.S.C. 2301(c)(1). This procurement requires a sole source procurement due to the fact that Boeing owns all intellectual property rights of the documentation for the C-9 Aircraft. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 16, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
