Description

Arcata Associates, Inc. intends to negotiate on an emergency, sole source basis with Incucomm/Lone Star Aerospace LP, for Consulting Services to assist with development and execution of strategic Scenario Based Planning exercises to support NASA activities at Marshall Space Flight Center (MSFC). Subject topics may include but are not limited to, agency transformation, space exploration initiatives and return to flight.

The service provider must have demonstrated competence in analysis of both propulsion and communications systems, expertise in scenario based planning, and at least one immediately available senior level executive cleared to Top Secret – EBI level to act as a facilitator.  

Further, the service provider must provide an analysis tool (or tools) with simple heuristic interfaces, not requiring knowledge of statistical distribution parameters such as ?sigma?, and capable of supporting decision or strategy analysis of complex systems and organizations.

This tool must provide stochastic analysis of inputs which cannot be estimated with precision, but can only be specified within a set of bounds.

The analysis tool must also be capable of providing quantitative measures in arbitrary units of measure such as financial or technical measures, and can provide these measures as probability density functions rather than as a single quantity.

Analysis of root causes and ranked influences are also required. The task must be initiated no later than May 2, 2005 and is anticipated to be completed over approximately eight weeks; deliverables will consist of planning scenarios, workshops, reports and analysis.

The effort shall be provided on a Firm Fixed Price basis, with an optional IDIQ portion for consulting labor to support follow-up actions and/or enhanced analysis during the twelve month period immediately following completion of the initial task. Arcata Associates, Inc. intends to acquire these services from Incucomm/Lone Star Aerospace LP pursuant to 10 U.S.C. 2304 (c) and FAR Part 6.302-1 (a) (2), which allows for the acquisition of supplies or services determined to be reasonably available from only one source.

Interested firms have until April 26, 2005 4:00 PM CDST to submit in writing to the identified point of contact, any information regarding their capabilities and qualifications to perform the required work.

A determination by Arcata Associates, Inc. to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of Arcata Associates, Inc.
