Description
NASA/HQ, Office of Education, has the opportunity to be one of the sponsors of the 2006 Minority Serving Institutions Research Partnerships Conference (MSIRP’06), thereby enabling NASA to establish long term collaborative education and business initiatives nationwide. The conference will provide a venue for Science and Engineering divisions of NASA as well as other Federal agencies to convene and offer forecasting for the upcoming opportunities; propagate information about the proposed changes in agency business practices; and provide guidance on developing proficient technical and cost proposal applications that will allow the Minority Serving Institutions community to continue its significant contributions to the NASA research and development enterprise. Therefore, NASA/HQ intends to award a purchase order to the University of Texas-Pan American to support the 2006 MSIRP Conference. The authority is 10 U.S.C.2304(c)(1) “only one responsible source” The Government intends to acquire a commercial item using FAR Part 12 and the simplified acquistion procedures set forth in FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 18, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
