Description

NASA/JSC has a requirement for the fabrication of communications and GPS antennas for use on the Mini-AERCam Engineering Unit (EU). NASA/JSC intends to fulfill this requirement by contracting with Fineline Circuits. The desired delivery date for each antenna run is approximately 4 weeks from when the final dimensions are delivered. The antenna specifications given are a continuation of what Fineline Circuits has worked on and perfected for 2 years. Fineline Circuits is the only known company that has the capability to produce these antennas to specification in the short timeframe required by NASA. The Aercam is a Return to Flight item and is on a very tight schedule. Due to the current tight scheduling for AERCam, the fact that AERCam is Return to Flight, and the subsequent runs required for this design, there cannot be any delays to the schedule or duplicative costs. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:30 p.m. local time on June 13, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
