Description

NASA/HQ plans to purchase a one-year membership with the National Aerospace and Defense Contractors Accreditation Program (NADCAP)that is administered by the Performance Review Institute (PRI).

The authority is only one responsible source 10 U.S.C.2304(c)(1). The National Aerospace & Defense Contractors Accreditation Program (NADCAP) is the only organization that provides aerospace industry recognized third party accreditation to special process suppliers. Membership with the NADCAP will enable NASA to obtain the information that is needed for surveillance activities. Specifically, NADCAP audits suppliers’ technical capabilities and conformance to applicable procedures and publish a Qualified Manufacturer’s List.

This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/HQ intends to purchase the items for their assessment activities to analyze areas of quality concern across the industry. Compling audit criteria (PRICA)securing acceptance of these lists as internationally recognized SAE Aerospace Standards (AS) auditing suppliers’ technical capabilities and appropriate prime and/or government agenices focusing the responsibility for quality maintenance on the supplier and subcontractor publishing a Qualified Manufacturer’s List and making it available to prime contractors through an on-line database promoting the benfits of using accredited suppliers.

The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 26, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.
