Description

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted using Simplified Acquisition Procedures (SAP). Quotes are being requested for designing and conducting a leadership development program for influence leaders, managers and supervisors, and senior leaders in civil servant positions at the Marshall Space Flight Center. The Contractor shall develop a program of instruction, facilitator’s guide, and conduct up to 8 program iterations in government provided facilities near the Marshall Space Flight Center during a calendar year. Specific tasks to be performed are delineated in the statement of work which is contained in the MS Word document entitled “Statement of Work” located on the NASA Business Opportunities homepage. The provisions and clauses in the RFQ are those in effect through FAC 01-08. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 611430 and annual revenues of $6.0 million or less, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to MSFC is required as specified in the statement of work. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by August 9, 2002, by 3:00 p.m. local time and may be mailed to Ms. Vanessa Lindsey, George C. Marshall Space Flight Center, Procurement Office, Mail code PS22-Q, Marshall Space Flight Center, AL 35812 and shall be prepared in accordance with the quotation preparation instructions which are contained in the MS Word document entitled “Quotation Preparation Instructions” also located on the NASA Business Opportunities homepage. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1 as supplement or superseded by the “Quotation Preparation Instructions” and this synopsis. Addenda to FAR 52.212-1 are as follows: FAR 52.227-15. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled “Buy American Act — Supplies,” the quoter shall so state and shall list the country of origin. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference. Selection and award will be in accordance with FAR 52.212-2. The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation is most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

Technical Approach: The quoter?s technical approach shall be evaluated to assess the Quoter?s creativity of course design, use of experiential learning, interaction plan with the MSFC Organization Development Team, extent to which existing leadership development techniques/models have been tailored to meet unique Center needs, and the extent to which the proposed approach incorporates the Center?s core values. Past Performance: The quoter?s past performance shall be evaluated to assess the extent of its relevant experience related to designing and conducting leadership development programs. The quoter’s past record of adherence to schedules, effectiveness of previously developed educational programs, responsiveness to customer requirements, and cost control will also be assessed.

Key Personnel: The qualifications of the proposed program key personnel (both program developers and instructors) shall be evaluated. Specifically the educational background, relevant experience related to designing and conducting leadership development program, relevant published works, and performance record of the key personnel will be assessed. Price: The quoter’s proposed price will be evaluated for price reasonableness. Technical and past performance, when combined, is significantly more important than cost or price. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications – Commercial Items with their quote.
