Description
NASA/JSC has a requirement for team-building, organizational development, and facilitation for JSC Mission Management Team (MMT) employees. The anticipated award date will be 1/18/05 with a period of performance extending from 1/18/05 through 6/30/05. NASA/JSC intends to purchase the items from Chris Parker, PhD.
The authority for Other than Full and Open Competition is FAR 6.301-1-Only one responsible source and no other supplies or services will satisfy agency requirements.
Dr. Chris Parker is the only responsible source for this procurement because continuity is essential for this effort.
Feedback and improvements have been made based upon prior asessments and evaluations of the JSC MMT and recommendations have been made; therefore, Chris Parker’s expertise is necessary to implement such recommendations.
The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 1/14/05. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
