Description

This is a modification to the synopsis entitled JSC Enabling Technologies and Security (JETS) (Solicitation 03JDB001) which was posted on July 31, 2003. You are notified that the following changes are made: (1) change in directorate name; (2) providing additional information on the IRD/PAO Procurement Strategy and Background; (3) addition of an Internet site, or URL for this procurement, (4) request that interested bidders reply if you plan to attend the preproposal conference and industry tour; (5) questions from prospective bidders and the answers to these questions from the Government; (6) how to obtain copies of the incumbent contracts. (1) The ISD (Information Systems Directorate) at JSC has been re-named the Information Resources Directorate (IRD). (2)

IRD/PAO PROCUREMENT STRATEGY and BACKGROUND: The below reflects the break-out among the current four contracts (IMPASS NAS9-97001, DSSSC NAS9-98143, ADSC NAS9-01122, and ITSSC NAS9-97135) into the JETS, JIMMS, and PAMSS procurements: (a) JSC Enabling Technologies and Security (JETS): This contract will be a combination of efforts currently under the DSSSC contract, the ITSSC contract (except for customer support activities), and the server administration portions of the IMPASS contract, and infrastructure upgrades. (b) JSC Information Management and Media Services (JIMMS): This contract consists of the efforts currently under the IMPASS contract (excluding mail and print shop operations and server administration), the ADSC contract and the ITSSC contract customer support function. This contract will support the various organizations at the center by providing a multitude of products and services by way of as television, graphics, media relations, video teleconferencing, education programs, and exhibits. (c) Printing and Mail Support Services (PAMSS): The requirement for this contract are identified in the IMPASS contract. (3) The IRD/PAO Procurement Strategy Internet Site, or URL, is as follows: http://jsc-web-pub.jsc.nasa.gov/bd01/IRD-PAO_Procurement/

This site is shared between the JETS procurement, JIMMS procurement, and PAMSS procurement. This site will contain information and links associated with these three IRD/PAO procurements. Construction of the site is in-process and elements will be added to the site as they become available for public access. (4) Interested bidders planning to attend the preproposal conference and industry tour (on October 14th and 15th , 2003) at the Johnson Space Center, in Houston, TX., need to respond via e-mail or by telephone to the primary point of contact Kelly L. Rubio, or secondary point of contact Gregory J. Della Longa with the following information: your company name, your company representative and phone number, and the number of attendees you plan to send. Please note that space will be limited so plan accordingly. Thank you. (5) The following are questions asked from prospective bidders and the associated answers from the Government regarding the JETS procurement:

(a) QUESTION: Where can I go for information relating to the JETS procurement and synopsis as well as other NASA business opportunities?

(b) QUESTION: Is there a list of bidders for this procurement available for possible teaming and or business opportunities?

ANSWER: Currently, there is no list available of prospective bidders for this particular procurement. However, at the time of the preproposal conference and industry tours a list will be generated identifying all the companies in attendance. This list will be made available to industry via the JETS Internet site, or URL, at that time.

(c) QUESTION: Who may I contact to get my company on a list of bidders for future opportunities?

ANSWER: We no longer use bidders’ lists since procurement synopses and solicitations are posted on the NASA Acquistion Internet Service (NAIS) as cited in (5)(a) above. Small businesses can also register with PRONET and large businesses can register with the Central Contractor Registration database. For assistance, you may contract the JSC Industry Assistance Office at 281-483-4511.

(d) QUESTION: When is the “black-out” letter to be issued?

ANSWER: The black-out letter is a letter to industry that states that all communications between prospective bidders and the Government will cease, with the exception of the Contracting Officer assigned to the procurement. For the JETS procurement the “black-out” letter will be issued at the time of the final RFP release, which is currently scheduled for issuance on or around November 28, 2003.

(e) QUESTION: What is the process for us to engage in the RFP?

ANSWER: In the synopsis, we have published the date for the issuance of the draft RFP, preproposal conference/industry tours, and the final RFP. You need to stay posted to the Internet to get any updates or information regarding the solicitation. See answer to question (a) above.

(f) QUESTION: My firm is currently a small business under the NAICS code JSC selected for this procurement; however, after my fiscal year ends I will no longer be able to be classified as a small business. Can I submit a proposal before I become ineligible to be considered small business and still be considered responsive as a small business?

ANSWER: Please refer to 13 CFR 121 (Code of Federal Regulations) for further information on your proposal submission eligibility.

Description

NASA/JSC plans to issue a Request for Proposal for the JSC Enabling Technologies and Security (JETS) contract at the Johnson Space Center. This contract will maintain and operate elements of the JSC technology infrastructure such as servers and networks, and provide network security services for firewall, encrypted data through Public Key Infrastructure, and incident response. ISD/PAO PROCUREMENT STRATEGY and BACKGROUND: As stated in the Request for Information (RFI) (9-BJ2-Z70-03-03RFI; posted on January 29, 2003 and subsequently archived), the following four contracts are to be competed as part of the ISD/PAO procurement strategy: 1) NAS 9-97001, Information, Imagery, Media and Public Affairs Support Services (IMPASS) with InDyne, Inc.; 2) NAS 9-98143, Data Systems, Support Services (DSSSC) with Lockheed Martin Information Technology; 3) NAS 9-01122, Application Development Support Contract (ADSC) with Science Applications International Corporation (SAIC); and 4) NAS 9-97135, Information Technology Support Services Contract (ITSSC) with Muniz Engineering, Inc. The RFI (9-BJ2-Z70-03-03RFI) solicited comments from industry regarding the appropriate contract type, set-aside considerations, and any other technical, management, business, and/or contractual issues that should be considered by the Government. JSC was pleased with the number of companies that responded to the RFI. Based upon industry contributions and input from an independent evaluation team it has been determined that three separate contracts will be competed during calendar year 2003 as follows: 1) Information Technology Support Contract – now referred to as JETS (this solicitation)- JSC Enabling Technologies and Security. A Small Business Set-Aside. NAICS code 541519, size standard of $21M. 2) Multimedia Support – now referred to as JIMMS – (solicitation number 03JCS002) – JSC Information Management and Media Services. A Small Business Set-Aside. NAICS code 512191, size standard of $25M. 3) JSC Mail Room and Print Shop Operations – now referred to as PAMSS – Printing and Mail Support Services. A Hubzone Set-Aside. NAICS code 323115, size standard of 500 employees. A solicitation number is to be determined (TBD) at a later date.

The overarching purpose for the above combinations is to maximize the number of opportunities for small business. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541519 and $21M, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the Draft RFP will be on or about September 23, 2003. An industry briefing will be held on October 14, 2003. Tours of the facilities that will be utilized by the contractor in performance of this contract is scheduled for October 15, 2003. The industry briefing and tours of the facilities will take place at JSC, Houston, TX. The anticipated release date of the RFP will be on or about November 28, 2003. No alternate proposals will be accepted. An ISD/PAO Procurement Strategy Internet site, or URL, is currently under construction and will be made available as soon as it is completed. This Internet site, or URL, will contain information and links associated with the three ISD/PAO procurements referenced above. An ombudsman has been appointed — See NASA Specific Note “B”. The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
