Description

NASA/HQ intends to negotiate a sole source interim contract with the National Academy of Science, National Research Council (NAS/NRC) for continued support of the Resident Research Associateship Program (RRAP). This program offers unique opportunities to highly talented individuals who serve as guests at a NASA Center, Headquarters and other NASA facilities. NAS/NRC provides the necessary materials, administrative support, programmatic support and expertise necessary to administer the program. This interim contract will be for the period 01 July 2005 through 31 December 2005 with a maximum ceiling of $6.5M. The interim contract is a continuation of coverage currently provided under contract NASW-99027 which expires June 30, 2005. The interim contract will provide support until NASA’s competitively solicited requirement for the NASA Postdoctoral Program is awarded and it will provide for a 90 day transition period as well. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 6, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note “B”.
