Description
NASA/GSFC in support of the James Webb Space Telescope (JWST)/Integrated Science Instrument Model (ISIM) has a requirement for a thermally stable Engineering Test Unit (ETU) and Flight Structure. This structure will consist of square graphite tubes gussets and metallic interfaces. The structure shall remain thermally stable to 19 Kelvin.
NASA/GSFC intends to purchase the items from Alliant Tech Systems(ATK).
The authority permitting other than full and open competition is 10 U.S.C. 2304 (c) (1), Only One Responsible Source. ATK Composite Optics Inc. is the only company capable of meeting the requirements of the JWST/ISIM structure.
ATK is the only company that has significant experience with the material selected for ISIM, Hexcel’s 954-6 resin system.
ATK is also the only company with experience fabricating large truss structures capable of surviving the extreme low temperatures that are required of the ISIM structure Please see the attached Statement of Work and Specification. The Government does not intend to acquire a commercial item using FAR Part 12.
